Dover — settled in 1623—where the Teenage Mutant Ninja Turtles were created (Cowabunga!), Irish folk legend Tommy Makem once called home, and Olympic gold medal swimmer Jenny Thompson — one of the most decorated female Olympians in history — got her start. Old mill buildings, creative energy, independent shops, and a downtown that feels cooler than it has any right to be.
